For Insurers

Certifying as an independent review organization (IRO)

New rules

As required by RCW 48.43.537 (leg.wa.gov), all entities acting as an IRO in Washington state must register and certify with the Office of the Insurance Commissioner (OIC). New IRO applicants are required to register through our online registration portal (fortress.wa.gov).

How to register

An IRO must hold a current business license issued by the Department of Revenue.

All IRO applicants must register through the OIC's online registration portal (fortress.wa.gov).

Upon approval of the registration request, the primary contact person will receive an email notification. An analyst will review your submission and may contact you with comments or questions.

Application and attestation forms

IROs may submit the following required certification and recertification documents and other supplemental documents through the OIC’s online services portal (fortress.wa.gov):

Registration and renewal fee

The OIC doesn’t charge registration and renewal fees at this time.
