About our work in 2025

Our office protects insurance consumers and oversees the insurance industry. We make sure insurance companies follow laws and rules and people get the coverage they've paid for. In fiscal year 2025, we answered questions and investigated problems for 109,553 people and maintained a statewide network of volunteers who helped more than 30,000 consumers with their health coverage issues. Our office regulated 2,924 companies and 311,728 licensees who work in the insurance industry.

Our insurance experts:

  • Processed 11,233 consumer complaints, resulting in recovery of over $56.6 million related to insurance billings, refunds, and various claim-handling issues
  • Answered 93,299 calls to our consumer hotline regarding insurance issues, rights, and responsibilities
  • Responded to 9,455 written consumer inquiries
  • Distributed 6,293 copies of insurance-related publications to consumers

Our SHIBA team and more than 200 volunteers:

  • Held 1,893 outreach events across the state
  • Educated 107,510 people and assisted 29,435 people with one-on-one counseling

Annual reports

We issue a high-level summary of the work we complete each calendar year. Included is information about the number of consumers we helped and our work in reviewing insurance rate changes and policy changes. We also include the top five property and casualty insurers in the state, the number of companies we regulate, and the number of insurance fraud cases we investigated and charged.
