Registering or operating as a pharmacy benefit manager (PBM) between July and December 2021

All entities acting as a Pharmacy Benefit Manager (PBM) in Washington state under RCW Chapter 19.340 ( must register with the Office of the Insurance Commissioner (OIC).

Please Note: 

Beginning January 1, 2022, all entities acting as a PBM must be registered as a Health Care Benefit Manager (HCBM) to operate in the state of Washington.

How to register as a PBM through December 31, 2021

All PBM applicants must register through the OIC's online registration portal accessed through the new HCBM web page. When you register, login instructions and credentials for filing information and making the $200 registration fee payment will be provided to your primary contact person. 

If you are applying now for authorization to operate as a PBM through December 31, 2021, please call us at 360-725-7200 or contact our Company Licensing & Compliance unit. This will be necessary to activate your PBM registration from now until December 31, 2021. Once your registration is approved, your primary contact person will be notified by email.

No new registrations under the existing PBM laws under RCW chapter 19.340 will be allowed after December 31, 2021.

Currently registered Pharmacy Benefit Managers

Please be aware that effective January 1, 2022, all currently registered Pharmacy Benefit Managers will be required to register as an HCBM to continue providing services in the state of Washington. Access the Health Care Benefit Manager web page for registration and details of the new HCBM law.

PBMs registered prior to July 1, 2021 will not be billed renewal fees for July 1, 2021 - June 30, 2022 under WAC 284-200-230 because they will be required to register as a HCBM to continue operating in Washington. Your current PBM registration is extended from July 1, 2021 to December 31, 2021.

We sent an email notice advising you that your new HCBM registration fee of $200 is now due. You can pay through the filing and payment portal

Once your payment has been processed, you will be notified via email to your primary contact person and provided with a link to begin your HCBM registration.
