Prohibiting discrimination in health care coverage (R 2020-06)

The Office of the Insurance Commissioner (OIC) has withdrawn the CR-101 for this rulemaking. It has been consolidated into R 2020-13.

In 2019 and 2020, the legislature enacted several new laws including SHB 2338, ESHB 2642, ESHB 1879 and SSB 5889 that relate to accessing and receiving health care services and benefits through health plans, short term limited duration medical plans and student health plans. Multiple provisions of OIC rules in chapter 284-43 WAC must be amended to be consistent with the new laws. This consolidated rulemaking proceeding is necessary to ensure that rules are adopted by OIC prior to Jan. 1, 2021.
