About this case:

On September 5, 2019, the OIC Hearings Unit received and filed a Demand for Hearing submitted on behalf of Attorney's Title of Washington, Inc., to appeal the Order Revoking License No. 19-0411. The demand was received a day before the order's effective date causing an automatic stay of revocation pending the outcome of these proceedings. 

The revocation order alleged that the appellant offered and conducted educational programs free of charge (and on topics other than title insurance, title to real property, and escrow), provided free light lunch or free networking socials, concealed its ownership of title insurance business with other business entities in an effort to avoid title insurance regulation, and advertised in a publication published by a producer of title insurance business.  The OIC contends that these action are violations of WAC 284-29-200(6), RCW 48.29.210(1), RCW 48.29.210(2), WAC 284-29-215(3), WAC 284-29-235(1)(a), WAC 284-29-235(1)(b), WAC 284-29-235(2)(a), WAC 284-29-235(2)(b), WAC 284-29-235(2)(c), WAC 284-29-235(2)(d), WAC 284-29-235(4)(a), WAC 284-29-235(4)(b)(I), and WAC 284-29-235(4)(b)(ii).   

On September 9, 2019, this matter was transferred to the Office of Administrative Hearings (OAH) for a hearing by an administrative law judge. See copies of documents below.
