About this hearing case:
On January 9, 2020, the OIC Hearings Unit received and filed a Demand for Hearing filed by Astara Insurance Solutions, LLC to appeal the Order Revoking License prior to the order's effective date, causing an automatic stay of revocation to be in place pending the outcome of these proceedings. The Order alleged that Astara Insurance Solutions, LLC failed to have at least one (1) affiliated individual licensee and failed to respond to inquiries from the Insurance Commissioner, thereby violating WAC 284-17-473 and RCW 48.17.475 and justifying the revocation of its license under RCW 48.17.530(1)(b).
On January 13, 2020, the Hearings Unit transferred this matter to the Office of Administrative Hearings (OAH) for a hearing and initial decision by an administrative law judge (ALJ). The prehearing conference that was originally set for January 29, 2020 was continued to February 12, 2020 as it was determined that the first Notice of Prehearing Conference was likely not received by the Appellant (see Order Granting Continuance and Order Dismissing Appeal below). The Appellant failed to appear at the continued prehearing conference and thus this matter was dismissed on default pursuant to RCW 34.05.440.
