About this case:

On March 26, 2020, the OIC Hearings Unit received and filed a request for hearing submitted on behalf of the Armed Citizens’ Legal Defense Network, Inc. (ACLDN), to appeal an Order to Cease and Desist issued by the OIC Legal Division (No. 20-0257). On May 29, 2020, the OIC filed a demand for hearing to enforce its Order Imposing a Fine (20-0457) that has the same factual and legal basis as the proposed consent order levying a fine (20-0258) /threat of action that had been sent to ACLDN on the same date as the Cease & Desist Order. 

Final Order on Summary Judgment:

Per the Final Order on Summary Judgment (entered on October 9, 2020 and amended on November 5, 2020 to address the matter of the fine):

  • ACLDN engaged in the unauthorized transaction of insurance in Washington in violation of RCW 48.05.030 and RCW 48.15.020. 
  • The Insurance Commissioner lawfully issued the Order to Cease and Desist No. 20-0257 pursuant to RCW 48.02.080 and RCW 48.15.023. 
  • The Insurance Commissioner has authority to fine ACLDN under RCW 48.15.023.  A fine of $50,000 is imposed and due 30 days from the date of this order.


All future proceedings are stricken.
