Health insurance individual market stabilization


The purpose of this procurement is to select one contractor to provide actuarial and consulting services to support an OIC project to improve the stability of the Washington State individual health insurance market.

The contractor selected as a result of this RFP will be required to:

  • Receive and analyze data call data from insurers;

  • Evaluate policy proposals for effectiveness and feasibility; and

  • Prepare a report that describes the effect of each proposal.

Additionally, the contractor may be required to provide actuarial and economic analyses to support implementation of certain proposals.

Required experience includes, but is not limited to:

  • Prior experience the areas of work for which the proposal is being submitted;

  • At least ten (10) years' experience with health insurance data collection, aggregation, and analysis; and

  • Experience in health insurance actuarial analysis for public entities, states, or departments of insurance.
