Certified, accredited and alien reinsurer applications

The following applications and materials are based on Chapter 284-13 WAC (leg.wa.gov).

A reinsurer seeking accredited, certified, trusteed alien, or reciprocal jurisdiction reinsurer status in the state of Washington must submit an application consisting of a completed checklist and necessary corresponding exhibits to:

Applications for registration

As a certified reinsurer status-passporting

Reinsurance Financial Analysis (E) Working Group (ReFAWG) certified reinsurer - Passporting

Based on WAC 284-13-539 (leg.wa.gov), reinsurers with an initial certification application reviewed by the NAIC ReFAWG seeking certified reinsurer status should file and complete the Uniform Application Checklist for Certified Reinsurers.

Initial NAIC ReFAWG-certification (full application)

Based on WAC 284-13-539 (leg.wa.gov), applicants that have not been certified as a reinsurer in an NAIC-accredited jurisdiction interested in having their certification reviewed by ReFAWG for passporting purposes must file the Uniform Application Checklist for Certified Reinsurers. Specific ReFAWG passporting requirements are noted in the checklist. The State of Washington will serve as the applicant's port of entry or “Lead State” for ReFAWG purposes.

Accredited and trusteed alien reinsurer status

Accredited Status

Based on WAC 284-13-510 (leg.wa.gov), WAC 284-13-516 (leg.wa.gov), and WAC 284-13-517 (leg.wa.gov), applicants seeking accreditation, or not registered as a reinsurer in an NAIC-accredited jurisdiction, should complete the Full Application Checklist for Accredited or Trusteed Alien Reinsurers.

Trusteed Alien Reinsurer Status

Based on WAC 284-13-520 (leg.wa.gov), WAC 284-13-530 (leg.wa.gov), WAC 284-13-531 (leg.wa.gov) and WAC 284-13-532 (leg.wa.gov), alien reinsurers maintaining trust funds and not registered as a certified reinsurer in an NAIC-accredited jurisdiction should complete the full Application Checklist for Accredited or Trusteed Alien Reinsurers.

Reciprocal jurisdiction reinsurer status-initial and passporting

National Association of Insurance Commissioners (NAIC) Reinsurance Financial Analysis (E) Working Group (ReFAWG) reinsurer passporting
Complying with RCW 48.12.462 (leg.wa.gov) and WAC 284-13-53902 (leg.wa.gov) requirements, reinsurers seeking a passporting state (Washington state) and certification application by the NAIC Mutual Recognition of Jurisdictions (E) Working Group should file and complete section 1 of the Uniform Checklist for Reciprocal Jurisdiction Reinsurers.

All other reinsurers that completed the NAIC passporting process should file and complete section 2 of the Uniform Checklist for Reciprocal Jurisdiction Reinsurers.

Applications for maintaining reinsurer status

As a certified reinsurer status

Based on section WAC 284-13-539 (leg.wa.gov), a reinsurer must meet, annually, applicable information-filing requirements to maintain certified reinsurer status.

Applicants that initially filed for certified passport status must submit, annually, a completed Uniform Application Checklist for Certified Reinsurers. All necessary exhibits and fees must be received by the OIC no later than July 1.

Applicants that initially filed for NAIC certification, to be reviewed by ReFAWG, with the State of Washington as the port of entry must submit, annually, a completed Uniform Application Checklist for Certified Reinsurers. All necessary exhibits must be received by the OIC no later than 15 months from the date of the initial filing.

As a accredited or trusteed alien reinsurer status

Applicants that initially filed for accreditation or trusteed alien reinsurer recognition in the State of Washington must submit, annually, a completed full Application Checklist for Accredited or Trusteed Alien Reinsurers. All necessary exhibits must be received by the OIC no later than the anniversary date of the initial filing.

As a reciprocal jurisdiction reinsurer status

Applicants that obtained reciprocal jurisdiction reinsurer recognition in the state of Washington must submit annually all necessary exhibits no later than the anniversary date of the initial filing. Renewal fees are paid through completion of premium tax report due March 1 of each year.
