Background information

Similar to previous years, the U.S. Department of Health and Human Services is requiring health plan issuers to send notices to consumers regarding discontinuations and renewals for individual and small-group plans.

The templates and process for the 2019 plan year discontinuations and renewals are very similar to previous years.

Issuers must use the individual templates with no deviations for all notices regarding individual plans.

For small-group plans, issuers can either use the Office of the Insurance Commissioner's small-group templates or write their own letter using a list of required elements. This is only for small-group plans, not for individual plans.
