Contractor selected will be required to:

  • Evaluate current property protection classification rating schedule.
  • Research and assess any alternative methods for a property protection classification rating schedule.
  • Assess feasibility of deploying an alternative method for a property protection classification, including a cost benefit analysis of technical approach options for operationalizing.
  • Engage with interested and impacted parties.

Contractor will complete their study and submit their final report to OIC no later than May 1, 2026. The Contractor must provide status reports to the OIC at least every two weeks. Vendors should incorporate the short timeline of this project in preparing their proposals.

Minimum qualifications include:

  • Licensed to do business in the State of Washington or provide a commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor.
  • Demonstrate knowledge of, and prior experience in, the areas of work for which the proposal is being submitted. This includes but is not limited to expertise of: 
    • National Fire Protection Association standards
    • Centers for Public Safety Excellence guidelines
    • Data science with experience in fire hazard exposure and risk
  • Agree to the Certifications and Assurances set forth in Exhibit A.
  • Submit proposals as specified in Section 3, Proposal Contents, of this RFP.

  • Issue final addendum to RFP 10/17/2025 by 5pm
  • Proposals due 10/27/2025 by 11:59 pm
  • OIC Evaluates proposals 10/28/2025 – 11/4/2025
  • Announce ‘Apparent Successful Contractor’ 11/4/2025 by 5pm
  • Hold debriefing conferences (if requested) 11/6/2025 – 11/10/2025
  • Begin contract negotiations 11/5/2025
