Contractor selected will be required to:

  • Access relevant findings from past insurance market studies conducted by the Office of the Insurance Commissioner on or after December 31, 2017, or other relevant information released on or after December 31, 2017, that may assist the Contractor to conduct the analysis or make recommendations; and
  • Access information and data from entities transacting insurance in the state.

Contractor will complete their study and submit their final report to OIC no later than December 14th 2026. The Contractor must provide status reports to the OIC at least every two weeks. A final report must be submitted to OIC by May 1, 2026. Vendors should incorporate the short timeline of this project in preparing their proposals.

Minimum qualifications include, but are not limited to:

  • Licensed to do business in the State of Washington or provide a commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor.
  • Demonstrate knowledge of, and prior experience in, the areas of work for which the proposal is being submitted. Vendor must have previously held 36 months of responsibilities substantially the same as, or very similar to, the Scope of Work in Section 1.2 of this RFP.
  • Agree to the Certifications set forth in Exhibit A.
  • Submit proposals as specified in Section 3, Proposal Contents, of this RFP.
  • Contractor must be or employ insurance actuaries who are members of the American Academy of Actuaries and Society of Actuaries [or CAS] and meet the qualification standard to complete the scope of work stated in Section 1.2, Objectives and Scope of Work of this RFP.
    • Credentialed insurance actuaries shall perform or be responsible for all actuarial services under the Contract. Actuarial work must be supervised by an individual who is a member of the American Academy of Actuaries [WAC 284-05-050 & WAC 284-05-060]”
