IMPORTANT: There are additional instructions for completing the uniform application in Washington state:

At the top of the, "Jurisdiction and Type of License/Registration Request - Limited Lines of Authority" page there is a key for abbreviations in the grid.

Just below these abbreviations, there are categories for Legal Business Type, License/Registration Type and Lines of Authority.

  1. Find the WA grid line in the, "Jurisdiction" column.
  2. In the, "Limited Lines of Authority" section, on the WA grid line, please write, "Title" in the, "Other" column.

  • A copy of articles of incorporation.
  • List of counties in which business is conducted.
  • Proof of $200,000 insurance policy or bond(s) coverage. Coverage can be in one of the following ways:
    1. Guarantee by authorized appointing title insurer
      • A title insurance company authorized to do business in Washington may provide a guarantee in a form satisfactory to the commissioner accepting financial responsibility, up to the aggregate amount of $200,000 for any fraudulent or dishonest acts committed by any 1 or more of the employees, officers, or owners of a title insurance agent that is appointed as the title insurance company's agent.
    2. Insurance coverage by an authorized insurer or by a surplus line insurer:
      1. A copy of your fidelity insurance policy or
      2. pdf file Title insurance agent's fidelity bond - INS-08 (18 KB) in the amount of $200,000 or
      3. pdf file Title insurance agent's surety bond - INS-09 (18 KB) plus either a or b, each with a deductible of $10,000 or less.

What if we have branch offices?

You are required to have all branch offices inspected unless they are in the same county as the main office.

Licenses for individuals are not required. See RCW 48-17.090(2) and RCW 48-180.180(1).

Licenses for non-residents - The Washington Insurance Code is silent as it relates to licensing title plants located out-of-state. The logistics of maintaining a title plant from an out-of-state location would be difficult, if not impossible. It may be possible in a city adjacent to Washington state.
